Goal: After this lesson you can explain the difference between projects, programs, portfolios and operations, and respond when strategy or portfolio priorities change.

1The situation

From strategic to sustaining

The robot cell expansion was approved as a “strategic” project. Six months later, after a portfolio review, it is reclassified as “sustaining”. Two senior engineers are moved to a higher-priority programme, and the sponsor asks you to deliver with the smaller team.

At the same time, the plant starts three related projects (a packaging line, warehouse automation and an MES link) whose benefits depend on each other.

Projects don't live alone. They live inside strategy, portfolios and programs.

2Four levels

Each level has a different job:

Portfolio
Choose
Select and balance projects and programs to meet strategy.
Program
Coordinate
Manage related projects together for benefits they can't achieve separately.
Project
Deliver
Create a unique result; temporary.

Operations run the ongoing, repetitive work after projects hand over.

When strategy or portfolio priorities change, the PM analyses the impact, presents options to the sponsor and re-plans through governance. Don't resist legitimate portfolio decisions, and don't work around them.

4How it looks on the exam

Exam-style question 1. After a portfolio rebalancing, a project is reclassified from 'strategic' to 'sustaining', two senior engineers are reassigned, and the sponsor asks to deliver the remaining scope with the reduced team. What should the project manager do?
A. Continue against the existing baseline
B. Ask the reassigned engineers to help informally
C. Refuse without the original resources
D. Assess the impact, present options to the sponsor, and re-plan through change control
