1The situation

“This template is a waste of time”

The PMO requires every project, including agile ones, to submit a 40-page design document before development starts. The robot cell's software team says it is wasteful and proposes to simply ignore it.

Meanwhile, a phase gate is coming: the project meets three of five criteria, and the sponsor wants to “present it positively”.

Governance can feel like bureaucracy. But it exists to protect the organisation's money and decisions, and the PMP expects you to work with it.

2Three types of PMO

A project management office standardises project governance and shares resources, methods and tools. Its level of control varies:

Supportive
Low control
Templates, training, lessons learned.
Controlling
Moderate control
Requires compliance with methods and reporting.
Directive
High control
Directly manages the projects.

Supportive PMO

Low control. Provides templates, training, lessons learned, best practices. Like a consultant.

Controlling PMO

Moderate control. Requires compliance: frameworks, templates, reporting, audits.

Directive PMO

High control. Directly manages projects; PMs report to the PMO.
From advisor (supportive) to manager (directive).

4How it looks on the exam
