PMP Question Words Explained: FIRST, NEXT, BEST, EXCEPT, SHOULD HAVE
PMP questions use a special kind of English. Often one small word decides the answer. Learn to spot these words, and you won’t need to translate every sentence.
The one habit that helps most
Read the last sentence of the question first. It tells you what kind of answer is wanted. Then read the story and look for the words below.
1. Question words
| Word | What it means | How to answer |
|---|---|---|
| FIRST | What should the PM do before anything else? | Usually: assess, analyze, review the plan, or talk to the person. Usually not: escalate, replace someone, or change the baseline. |
| NEXT | Something has already happened. What is the next logical step? | Read what was already done, and don't choose it again. Pick the step that comes right after it. |
| BEST | Several answers could work. Choose the strongest one. | Prefer the answer that is proactive, collaborative and follows the agreed process. |
| MOST LIKELY | What is the most probable cause or result? | Think about what normally happens, not what could happen in rare cases. |
| SHOULD HAVE | Look backward. What would have prevented this problem? | The answer is usually a planning step that was skipped: a register, a plan, an analysis. |
| EXCEPT | Three answers are correct. Choose the one that is NOT. | Read every option, mark the true ones, and pick the one left over. |
| NOT | The question asks for the wrong or false item. | Slow down. Capital NOT flips the question around. |
| PRIMARY / MAIN | What is the most important purpose or reason? | Several options may be true; choose the central one. |
| ALREADY | This step is done. | Don't pick an answer that repeats it; move to what comes after. |
Example
“A team member tells you a key supplier will deliver two weeks late. What should the project manager do FIRST?” The word FIRST tells you to look for the step before any action: assess the impact on the schedule, not “escalate to the sponsor” or “find a new supplier.”
2. Small words that change the answer
Don’t translate every word. Notice these phrases.

| “on time and on budget, but…” | Think: value and benefits are the real measure | |
| “a new stakeholder appears” | Think: add to the register and analyze | Stakeholders: identify, engage, monitor |
| “phase gate”, “kill point” | Think: is the project still justified? | |
| “safety hazard”, “emergency” | Think: act immediately, safety first | |
| “mandatory” vs “preferred” order | Think: mandatory vs discretionary dependency |
