Project Charter for the PMP Exam, Explained Simply
The document that formally authorizes the project and gives the PM authority to use organizational resources.
In simple words
The charter is the official 'yes, go ahead' for the project. Without it, the project doesn't officially exist, even if a big boss said to start. Get it signed first.
What the PMP exam wants
The sponsor (or someone at the right level outside the project) issues the charter. It states the purpose, high-level objectives, success criteria, key milestones, summary budget, high-level risks, and names the project manager and their authority. Until it is signed, the project does not officially exist and the PM cannot commit company resources.
This is true in predictive, agile and hybrid projects. Agile teams may also write a team charter (working agreements), but that never replaces the project charter. A verbal instruction from an executive, however senior, is not authorization.
Real example
The VP of operations says: “Start the robot cell for the new customer now, the paperwork will follow.” You thank him, draft the charter with him or the sponsor, and get it signed before committing engineering hours or ordering long-lead parts.
The common trap
Tempting wrong answers: “start planning informally,” “document the verbal order in the issue log,” “hold the kickoff meeting.” The right first step is to develop the charter and have the sponsor sign it.
Remember: “No charter, no project.” Seniority is not a charter.
