Resource Leveling vs Resource Smoothing for the PMP Exam, Explained Simply

Resource leveling changes start and finish dates to fit limited resources and can move the end date. Resource smoothing moves work only within float, so the critical path and end date stay the same.

In simple words

Both fix the problem of one person or machine being needed in two places at once. Leveling says: the resource is the limit, so the project may finish later. Smoothing says: the end date is the limit, so only move tasks that have spare time (float), even if the overload is not fully solved.

What the PMP exam wants

Resource leveling: used when resources are limited or over-allocated. It can delay activities, change the critical path and extend the project end date.

Resource smoothing: used when the end date must not move. Activities are moved only within their free and total float, so the critical path does not change. It may not remove every over-allocation.

Exam clue: “the end date cannot change” → smoothing. “only one specialist is available” or “resource constraint” → leveling, and expect the schedule may get longer.

Real example

Two tasks need the same test engineer in week 6. Task B has 5 days of float. Smoothing moves task B by 3 days, the engineer is no longer double-booked, and the go-live date stays. If both tasks were on the critical path, only leveling would solve it, and the go-live date would move.

The common trap

Tempting wrong answers: “resource smoothing extends the project” or “leveling never changes the critical path.” It is the other way around: leveling can change the critical path and the end date; smoothing keeps them.

Remember: Leveling: the resource wins, the date may move. Smoothing: the date wins, use float only.

🗝 Words to notice in the question

“cannot change the end date”, “within float” → smoothing. “limited resources”, “over-allocated”, “only one expert” → leveling

Question 1 A key specialist is over-allocated, and the sponsor says the go-live date cannot move. Which technique should the project manager use?

Show the answer

Answer: B. Smoothing moves activities only within their float, so the end date and critical path stay the same.

Question 2 After resource leveling, what is most likely to happen?

Show the answer

Answer: A. Leveling adjusts dates to fit limited resources. This can change the critical path and extend the schedule.
